Crisis Intervention Program — CIP

The household must meet the following eligibility criteria to be eligible for CIP.

  1. The household meets income eligibility if the household members’ countable income is equal to or less than 150% of the current poverty level.

  1. Citizenship.  A household must contain a US Citizen or an eligible alien.
  2. The household must complete an interview.
  3. Income verification is required for CIP.
  4. An energy related crisis must exist. 
  • For ELECTRIC assistance, households must have a Notice of Disconnect due within 5 days.
  • For GAS/OIL assistance, tanks must be reading 10% or less.
  • For WOOD, you must have less than three days’ worth.

Low-Income Energy Assistance Program — (LIEAP)

A one-time annual energy provider payment to help families pay their heating expense.  Crisis situation not required for this program.

Households containing an elderly person, age 60 or above, or a disabled person, may begin applying DECEMBER 1st, 2020.

All other households may apply beginning JANUARY 4th, 2021.

  1. The household is responsible for paying their heat source.
  2. The household meets income eligibility if the household members’ countable income is equal to or less than 130% of the current poverty level.

  1. Household resources cannot exceed $2250.
  2. A household must contain a US Citizen or an eligible alien.
  3. The household must complete an interview.
  4. Income Verification is required for LIEAP.

Households that include an enrolled member of the Eastern Band of Cherokee Indians (EBCI) living in the five-county service area of Cherokee, Graham, Haywood, Jackson, and Swain counties, who wish to apply for CIP/LIEAP benefits, must do so through the EBCI. This includes enrolled EBCI members on and off the Qualla Boundary in the five counties.   (Section 300.02 LIEAP and Sections 400.03 CIP)
